This chatter is less if we are not participating in it, if we are not encouraging or discouraging it. Mind takes position in a way to counter our approach so as to sustains itself.  

The dynamism of thoughts and emotions is what changes everything around us. Now, as the dynamism slows we come to rest or stillness. so there could be two stages:

one, where we are dynamic and second where we are able to find that point which notices this dynamism. 

This second point of existance is a state called Stillness, so more still we are, more we are able to enjoy this dynamism. 

Hummm....... getting it but make it more simple, she said.
Ok, you could recall wheel of a bullock cart. Its mounted on an axle and rotates such that cart moves ahead. Right.

There are three things happening here. The point where wheel is mounted or hinged at axle is stationery is Still. Secondly, the points at the rim of the wheel are very dynamic. They are moving with reference to the centre. 

Now, if you see point on the wheel rim is moving around axle. You will also notice that axle is also moving with respect to the ground and hence the cart moves ahead. This way we find third thing, that is still in this situation. That third thing is ground. This ground acts the second reference.

Let me take another example to clarify Stillness. Tell me when your teacher asks you to draw a circle, How do you draw?
 Its simple, she said. I take a compass. tighten a pencil in it and then mark a point on the paper as centre. I place one axis of the compass at this point and use the other arm to rotate around it. This way we draw a circle.

  1. very impressive. actually identifying the point in oneself or a state wherein you observe the clatter ,simply observation and not being part of those strings of thoughts which keep getting connected to each other endlessly
